"Ouch! We can't load the PDF"

Question

Currently trying to view/download a PDF that was included as an attachment in a Jira ticket from 3 years ago.  However, when I click on it I'm met wi/ 
What would be the cause of this & is there a way to recover the PDF.  What I've tried so far:

-Use a different browser.

-Try right clicking & downloading the PDF.

Both options didn't work.  If anyone can help, it'd be much appreciated.  Thank you.

In my case there were dashes in the filename. I changed it from "my-file-name.docx" to "my file name.docx" and this worked. Think dashes in filenames make problems.

There's no reason that it would be removed by Jira, it would most likely be an issue on the host system.  Can you view other attachments or are they all giving an error?
