Hello,

You can not filter issue on history log.

You can use an add-on to develop your own JQL function like Power Scripts or Scriptrunner.

Anyway I can find the date when any component was added/modified? E.g. I have edited a JIRA and changed the 'country enabled' from 'No' to 'Yes' in the dropdown.
