Jira won't start

I installed Jira on Windows 10 (not as a service).  The installer had to be run as administrator.  I shutdown Jira and tried to restart it.  When I run start-jira.bat as my normal user Jira can't access one of its files and the web page shows an error on startup.

If I execute the start-jira.bat as Administrator a DOS prompt opens and immediately closes and nothing is running on port 8080.

How should I start Jira?

Dear @dwschulze ,

first have a look if there is a process hanging (java.exe). Installing as administrator and running as user will lead to problems, because the file permission are not set for the user. Be sure that the user can access all files and has write permissions to jira-app and jira-home.

it could be also an issue to open TCP port 8080 as non-root.
