I'm looking to add quick filter ... jira documentation say
"Navigate to the desired board, then click Board > Configure."
i can't find it even as administrator, there is nothing as configure on my board
can someone help me ?

Did you click on "Gérer les règles"? It should be the translation of "Manage Settings".What did you see when clicking on it ?
It looks to me like you are using a Next-gen board, not a "classic" software one. These do not have the configuration that classic boards do (including variable quick filters)

It's a pity that this configuration doesn't exist in "next gen" !
