I'm confused about the difference between Standard and Premium plan. Can I make Pull Requests in a Standard plan ?

Yes, you are able to do pull requests using the standard plan. What the Premium plan does is that it allows you to add merge checks on the pull request like do not allow it to be merged until all reviewers have approved the pull request.
