On the branch permissions why/how do you check for multiple builds?

One of the branch permissions in bitbucket cloud is below:

 

At least {#} successful builds on last commit doesn't have that number of successful builds for the most recent commit

 

What does the {#} mean here? Each commit triggers one build, right? Its a one to one relationship, one build for one commit, so my question is what does this number mean here?

It means a number.

Each commit triggers one build, right?

Not quite:

• single commit can trigger multiple builds, e.g. with multiple webhooks
• even a single triggered build can report multiple build statuses

So, it is rather "one commit to many builds" relationship. As an example, check recent pull requests in this repository – they all have three build statuses.
