Did the "Change epic" and "Add epic" option disappear from issues?

Steps to reproduce:

Go to the backlog
Select a story
Click on the 3 dots

Expected result:

I can both add an epic or change the epic

Actual result

"Change epic" and "Add epic" option disappeared
