I'm trying to label certain repositories in my Bitbucket Cloud, but there doesn't seem to be any documentation around how to do this unless this was instead a Bitbucket Server account.

Welcome to the Atlassian Community.
It is not possible to tag your repository from within Bitbucket, it has to be done from a client and then pushed to Bitbucket. You could search the Bitbucket issue tracker and see if someone have requested to have this feature added from within Bitbucket.
