Does anyone know how to import or export a bcf file from a JIRA cloud project?
You should explain what a "bcf" file is first - it's quite obscure and most of the audience here really won't know.
From that response, you can also probably infer that the answer is "no", as I'm implying that because it's a tiny "niche" market, Atlassian won't have done anything about it.

Its a BIM Collaboration File. It assists to transfer issues between architectural/engineering software for designing buildings.
Giving us another acronym doesn't really help.
But the rest of your response does. The question now is how you would expect an issue tracker to import an architectural plan?
BIM = Building information modelling.
Other architectural/engineering software also has 'issue tracking' capability. Generally, architectural and engineering software use a .bcf file to export 'issues' between software. Its like an open file format to encourage sharing between different software platforms.
