I created a new Issue Type, linked to an Issue Type Scheme, but when creating an issue with this type, I can not change, in Jira aparace that the change was made successfully, but does not change the issue type. What can it be ?

On your Issue Type Scheme, do you see the issue type listed?

If I'm understanding it correctly, you cannot edit the issue type.
If that's the case, that usually means that the original and destination issue types use different workflows, and that a ...>Move action is needed for changing the issue type, instead of a simple edit.
The move action is a little bit counterintuitive, as the issue remains in the same project.
