Can a Custom Field (JIRA 7.7.1) be configured for the following?

Custom Field JIRA fields:

• Permit data entry and collection of Actual Start / End dates
• Permit the retention of history
• Attributes
• Sufficient field length
• No previous data entry, only fields which have never been used
• No fields which permit pre-population
• Mapped by resource, by Issue
• Require mandatory completion at field level
