In filter (JQL), compare a date (e.g. "10/7/2018") with a datetime field (e.g. created)

How can I compare a date to a datetime in JQL?  Here we're speaking of the "created" field

In MS Transact-SQL, this would be as simple as:
   CONVERT(date, created) = '10/7/2018'

But I can't find any date conversion functions at all in Jira (Server) 7.12

Do I really have to do the following?:

   NOT (created >= '2018/10/07' AND created < '2018/10/08')

You do have to do something like the latter:

• Find issues created on 15 January 2011:<br>created >&nbsp;"2011/01/15"&nbsp;and created <&nbsp;"2011/01/16"
