I am unable to locate JIRA Issue layout

I have JIRA Admin access. however, I am unable to locate JIRA default issue layout.

I have the same issue. I went to Project Settings > Issue layout, but the only screen shown is the "Resolve screen".

EDIT: Sorry I didn't see that this was an "answer" and now I cant delete it.

you can

* go to project settings 
* then go to issue layout to see how the issue screens will look for a bug story etc
