We have an email from Atlassian asking us to make the payment for Atlassian Cloud. But we only need Atlassian Service Desk alone. Is it compulsory to buy Atlassian Cloud to work on Atlassian Service Desk.Do you have any Service Contacts in India. ?

If you use any Atlassian application in Cloud, you need to buy it.
Atlassian Cloud is Service desk (and a load of other services you might want to use). So if you want to use Service Desk as a Cloud service, yes, you have to pay for it.
Atlassian do have some people in India if I understand correctly, but you will not get to them directly, you have to go through support, and they only provide some types of service.
