Can you please provide me with details on how to order my free t-shirt?

All, we're trying to get our new swag store for certification shirts opened up soon. The inventory is in, and we're working with the vendor who's setting up the storefront for you. I hesitate to give a firm date on this....we'll notify folks here on Community when the store is ready.

We are finally seeing real progress on the solution for your t-shirt benefit.
The benefit is up and running correctly for those who earned their first certification from mid-November on.
For those who earned their first certification before that, we are working with the vendor to process your new codes in batches. If you earned your first cert in 2022, when there was no t-shirt store to redeem them, your new code will be provided before 24th December. After those are processed we will start to get the codes up and running for folks who first certified in 2021 & who received a benefit token while the old store was still open, but did not redeem their tokens before the store closed.
We know this has been a long and frustrating process for everyone and we appreciate your continued patience.

There is a new version of the swag store here, Atlassian Swag Merchandise Store | Swag Home Page (rmglabs.com).
I had the same issue, got a certification, got one tshirt. By the time I got the second certification, the swag store was no more but it seems there is a link to a service desk at the top of this page, https://hello.atlassian.net/servicedesk/customer/portal/580. You could try opening a ticket to see if they can help.

Hi @Jayesh Wankhade , I am not finding you in the Certification Portal, do you use a different name there? Please submit a support ticket for us here: https://support.atlassian.com/contact/#/
In the ticket can you specify:
Did you get the error when trying to sign into the Certification Portal itself, or when pasting a shirt redemption code into the URL for the new swag fulfillment platform?
