Why do I need to re-enter my billing information when subscribing to Atlassian Access?

Good Morning, 

I have been a Jira Cloud subscriber for a few years now paying monthly and today, have decided to purchase Atlassian Access -- Can someone please tell me why I had to re-enter my billing information to subscribe to this service?
