What are the costs of Third Party Marketplace Apps for the Open Source Cloud licences?

One of our partners uses Atlassian Open Source License - Cloud version. In theory, his licence for 5000 users - but in reality, the project has about registered 30 users. What would be the cost for him, if he would like to purchase a cloud app from Marketplace (with pricing based on the users)? Would he have to pay the licence for 5000 users? Is there any other open source project that encountered this kind of problem?

Apps have to be licensed at the level of the highest application you have.
