Users for PDF view

I need to know if it is a must to have the pdf view plugin equal to the amount of users you have in jira.

The only ones who need to use this is the servicedesk( 4 people) and the rest do not have need to use this. The pdf view is going to be used in a automation rule.

Add-ons have to have a licence as high as, or higher, than the largest number of users you have for any application.

If, for example, you have 5 SD Agents, 25 Core users and 250 Software users, you will need a licence for 250 users for any add-on (even though you've got 280 active users)
