Community Bubbles plugin versus Community Forums

If you install the community bubbles plugin (which is a free plugin), do you automatically have access to the forum macro? Or do you have to purchase the communities forum macro separately?

Bubbles provides a forum macro. The communities forum macro is different.

Communities Forums is designed as a drop-in replacement for Bubbles though, it's not expected you'll have both on a system.
