I would recommend an app like Power Scripts, ScriptRunner, Automation For Jira, MyGroovy, Groovioli, JWME. These apps let you write your custom code inside Jira, which will let you provide any logic you need.

Yes, this custom dev with script and rules are clear but not a flexible solution. 

Implementation requires a lot of time and understanding of the work of these plugins. We wanted to find something intuitive and with an interface. I’m talking, for example, about the comparison Automation and PowerScript. Automation, in this case, is UI intuitive.

Automation looks easier to learn, but it has limitations since it works only via listeners. Power Script is more flexible.
