We need to migrate and update our jira applications to a new server and a new database.
We currently have on RedHat 7.4: JIRA 7.7 + Confluence + Crowd and MS SQLServer Database.We need to migrate to a new RedHat 7.9 server and update Jira to version 8.13. We also need to migrate the databases to a new SQL Server.
We currently have CROWD correctly installed
We have tried migrating Jira by following various documents (For example: https://confluence.atlassian.com/adminjiraserver/migrating-jira-applications-to-another-server-938846962.html) but we have not succeeded.
What is the best way to do this? (Best practices)

What exactly didn't work?
Were you able to install fresh Jira instance on your target new server?
If you Jira instance is not huge then restore from the XML backup, otherwise use native method of restoring the home directory and database. Both the methods are listed here.

The best way to do this sort of migration is documented in the link you gave!
Instead of looking for something else, you would be better off looking at what went wrong when you tried the best migration route, and fixing that.
