How to enable Atlassian Intelligence on our JIRA Domain instance

To enable the Atlassian intelligence
Visit admin.atlassian.com. If you have multiple organizations, make sure to select the appropriate one.
Click on Settings > Atlassian Intelligence. will be present in the left side.
Choose Select products.
Select the specific products where you wish to activate Atlassian Intelligence features.
Click on Next.
Finally, click on Save to confirm your selections.

I believe that is slowly being rolled out to all instances in the cloud. Since you are a premium customer I would contact Atlassian customer support and inquire if they can push it sooner to you.
Hopefully one of the Atlassian AI members can chime in with better instructions.

If we enable Atlassian AI for a site, can we limit the feature for specific projects within that site?
