How to Enable Manual Reorder of child issues

I have two Jira projects, both Software Project type, one of them allows me to manually reorder child issues under an epic while the other doesn't. I've looked through all the questions and have not been able to find a solution.

One project is team manages while the other is company manages, but I'm an admin. The Team managed allows me to order child issues but the Company Managed does not.

I suspect the project that allows you to reorder is a Team Managed Project and the other us a Company Managed Project. You can check this theory by looking in the lower left corner.

Yes, that is the case, the Team manages allows reordering while the company managed doesn't. The question here is how to enable/allow it on the Company Manages one.
