Export a complete JIRA instance from one server to another

Is there a way to export a complete JIRA instance from one server to another that has the same version of JIRA but has an empty instance. Or a way to export and import configurations (issue types, workflows, screens, custom fields, etc.)

You can also use the Revyz Configuration Manager for Jira app in the Atlassian Marketplace that is designed specifically for that. Full transparency, I am an advisor for the app.

If you want to:

1. ...clone absolutely everything, including both configuration and data (projects, issues, users, etc.), then use the Backup - Restore approach!
2. ...clone configuration only and do that selectively, then the Configuration Manager app is pretty handy!
