The $100 discount on certification cost was available for new certification launches. However, the chances of such a discount being offered again are quite low, only the Atlassian Training & Certification team would be able to confirm if they have any such plans in the future.
I would recommend checking with your organization to see if they can sponsor the certification cost.
Also, keep an eye on events announced in the Atlassian Community. Some of these events occasionally provide certification vouchers to participants.
