Centralized user management content?

Why don't we have Centralized user management content? 

We have Jira Cloud, but we have Original user management content.

We want to leverage the User access admin feature.

I think the previous answer may not have really answered your original question. 

Original User Management cannot use the User Access Admin feature and Atlassian stopped automatically migrating customer organisations:

We will not migrate the remaining 1% of customers to the new, centralized user management experience. This cohort includes customers with multiple sites, and are therefore typically larger, enterprise-sized organizations. Many of you in this group have shared with us that centralization isn’t always the best fit.

You can contact Atlassian support, and for smaller sites that are still on the original experience Atlassian support will be able to manually migrate your org.
