CSS is not displayed correctly after installation

Dear JIRA support,
I have installed JIRA software on-premises as explained. But when i opened the welcome page, it doesnt display correctly. It seems CSS is not loaded properly.
- Is there any missing steps?
- Is there any whitelist that should be opened before installation? Since my servers is isolated from internet.
