My organization have 100+ accounts using JIRA.
But I need Zephyr for only 10 selective Users, Can I have this add-on for only these selected users and charges applied to 10 Users only?

The license of a plugin always have to match the highest license you have in Jira.
For example: You have 50 Jira Core licenses 10 Servicedesk Licences and 250 Jira Software Licenses.
You will have to buy all plugins with a license for 250. Even if it would be that only people with a servicedesk license that are going to use it.
