However, we cannot change our page layouts. Does anyone know how to fix this?
We are on Confluence Data Center version 8.5.

You can try to change the formatting of the paragraph where the ToC macro is added so there is no some extra HTML tags in it (especially, when the data is copied from other web resources).

After the update to 8.5.5. server edition our users reported the same issue. Before the upgrade the preview did render table of contents, but now it just doesn't.
