"This site can’t provide a secure connection" when try to download built artifact from Downloads

When I click on the build artifact that I uploaded to Downloads as a result of Pipelines build, I can't download it and get the below error

This site can’t provide a secure connection

bbuseruploads.s3.amazonaws.com sent an invalid response.

ERR_SSL_PROTOCOL_ERROR"

How can I fix it?

Internet provider blocked the URL of build artifact. So VPN solved the issue.

The error Secure Connection Failed arises when Firefox cannot establish a secure connection with a website. This error is also known as this site can’t provide a secure connection, typically caused by an issue with the website’s SSL certificate or a mismatch in encryption algorithms and protocols. It should be noted that this is a Firefox-only error that does not exist in any other web browser. There are different causes for the error to occur, which are as follows:- 

1) SSL Certificate issues

2) Encryption Protocol Mismatch

3) Network Connectivity Problems

Something wrong with artifact location.

 

And, as I see no know incidents https://bitbucket.status.atlassian.com/

It turned out that my internet provider blocked the address of artifact location.  Normally I can expect such things to happen and try using VPN, I did not expect it while working within the same web site.
So VPN solved the issue.
