When I try to log in to my Atlassian account, I receive the following message:
"You must change your password to log in. Your current password has appeared in an external data breach and your Atlassian account is at risk. Learn more."
After seeing this message, I fill out the form to send a recovery link, but I never receive the email. Please help.

I would recommend reaching Atlassian Support regarding this issue. Your email might be on a suppression list so that might be the thing causing the issue.
Not many Atlassians browse through Community (+ as this is a public service/forum, some users might not want to share their personal or business contacts).
Anyway, the support team usually resolves this in a quite timely manner.
