I have a repository that contains code written in newLISP (http://www.newlisp.org/). Unfortunately, I can not specify that. Only "Common Lisp" and "Emacs Lisp" are available.
How about a generic Lisp?

As far as I know, the only effect of choosing a language is the default icon for the repository. If you don't like the Common Lisp icon, you can just leave it as "Unspecified", or upload a custom icon/logo.
ok, I thought that the language could be used as a search or query term like: show me all projects using "Python".

I've never seen that, but that may be a potential use of that attribute.
If you still want Lisp added as an option, I recommend posting a feature request on jira.atlassian.com.
