User getting "Unauthorized Action" when trying to select a topic for a Question

User getting "Unauthorized Action" when trying to select a topic for a Question.  Sees the list of topics but selecting any of them gives the "Unauthorized Action".  I can't find anywhere to authorize selecting of topics.

Thank you for reaching out on Community! Let's see what we can find out about this error.

1. Could you tell me what version of Confluence and Confluence Questions you're using? Does this occur with only certain users? 
2. Does the user have permissions to the space where the topic is based? Are they able to select other topics? 
3. Do they encounter any other issues while using Questions?
4. If other users are able to select the topic, can you compare the permissions of the two and see if you find any patterns?
