can't create new workspace

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
Hi,
I can't create new workspaces. I only see a workspace that was shared with me. In other examples "workspaces" has a plus and I can create more. I don't ahve that. Can you help?

Community Leaders are connectors, ambassadors, and mentors. On the online community, they serve as thought leaders, product experts, and moderators.
The create new workspace option is in the Top Right Corner under your Profile
