Can I have 3 users in the premium subscription and 10 users using the basic subscription?
Am I able to have a combination of 2 subscription types?

All Atlassian products work in a fashion that you'll have one subscription tier for an entire product. There is no distinguishing between giving separate users separate subscriptions. Within the products you sometimes have options to give people certain roles, which makes them count toward the billable users or not.
For instance, for Jira Service Management, agents are counted and not everyone who can raise a support ticket/view-only the tickets.
