Plan/options for managing users and billing without access to boards

As stated in the question i would need an option in a billed plan for managing users and billing without access to boards/so the admin can not see any data aside of users, billing and power ups. Is that possible and which plan would support that?

@Primož Čelič if you go to the billing page, you can set a billing contact email address. They do not have to be a part of the workspace or any boards.
