Can I automatically attach cards to another card based on the labels?

Hello,

Here is what I want to do...

I have several labels on my board, and one of the labels is "Discuss", I also want to have a card named "Discuss", to which all the cards with the "Discuss" label will be attached to. 

Here is the question, can I automate this action with "butler" or another plugin so any card with the "Discuss" label will be automatically attached to "Discuss" card?

Your Discuss card will have a lot of cardlinks. Alternatively, you should be able to create a card link in a checklist ( I am showing both together)

when the blue "Discuss" label is added to a card, find a card titled "Discuss" on board "Test Board", add link "{triggercardlink}", and add item "[{triggercardname}]({triggercardlink})" to checklist "Cards With Discuss Label"
