We have some great KB articles here on how a pages top level and incident status' are calculated, as well as this kb that goes into more detail on how these calculations impact the uptime calendar/showcase.
The first linked KB will also answer your second question, but no, only partial outage and major outage impact the "uptime" of a given component/page.
