hi team,
I hope I am in the correct place for asking a question

I have the admin permission in the company and I would like to check the option for permission of creating a new CR in the system.
 Do we have the option to block creation of CRs in Jira and to give this permission only for specific users?
 we would like to set "type" field = (in Create issue) requirement only for several users and not for all JIRA users.

appreciate your help...

You can do all the permission management in JIRA using the documentation below.

https://confluence.atlassian.com/display/JIRA/Managing+Project+Permissions

In short, you can allow/restrict users/groups to create issue, edit issue, comment issue, etc.
