We see three security levels in JIRA under Security schemes.

We did not create these levels. Do you know if JIRA or a plugin created these as default?

They are under one of our schemes called Implementation project. Any way to trace this? Which user type can create these levels? There is no updated/created tag under the names .

Not sure about plugins but JIRA doesn't add it by itself. Looking at the projects which are using it might give you some hint!

We found no projects using it under the project column so we were trying to find out what user added it and what level is needed. Admin, Project lead etc.

No created or updated dates under the title

Yeah, JIRA don't keep track of these dates. You can remove it if it is not used by any projects. Have a backup, just in case ;)
