Is there a "back to the top" button plugin?

Is there a plugin or macro that creates a "back to the top" button: a button that a viewer would click to return to the top of the page? I've tried CSS but none of them seem to work for the wiki.

You can create an anchor at the top of the page, and then create links that will go to the anchor.

AFAIK there is no add-on available to get this functionality. Have you tried using this jquery:

Is there a way to wrap that jQuery in a custom macro? (I haven't written a macro before.)
