How to configure to appear “Unassigned” for Assignee field as default?

How to configure to appear “Unassigned” for Assignee field as default? in the Create issue page. 'Allow Unassigned Issues' flag is ON in the configuration options Roles: Default Assignee set to Unassigned and for Componets Project(Default Unassigned)

If I understand correctly, you seems to have the configuration right. Are you still having issue set to default assignee?
The steps to do so just like what you mentioned:
  1. Set 'Allow Unassigned Issues' flag to ON in General Configuration
  2. Go to the prefered project and at the role section, change the default assignee option to Unassigned.
