Can I allow/prevent certain user groups/project roles from commenting in a certain status?

I want to allow internal users to comment on an issue in status closed, but deny commenting for external users in this status. Right now I am using properties in this status: jira.permission.comment.user - denied and jira.issue.editable - false. Any idea, anyone?
