embedded H2 database - how can i deactivate read-only mode ?

Hello,
I have a problem with the embedded H2 database of Confluence.
I follow this link to create a local admin user for Confluence(at the moment we are using Conflunce 5.9.7. ), but I can't execute the Insert SQL because of the error "SQL-Error [90097] - The database is read only".
I've already looked and supposedly "ACCESS_MODE_DATA=rws" at the end of the JDBC URL should help. Unfortunately it does not help.

We tried the H2 console from the installation directory and DBeaver 7.

Does anyone know how I can get the database into write mode?

I'm a little late to the party but in case anyone stumbles upon this, one reason might be the database file itself; either its read only flag is set or the system user executing the console doesn't have write permissions for it.
