We are make a Trial to "Operations" feature for on call purposes.
I have found that a "new and fresh" alert is not visible to the normal agent users (only site admins).
Is there a place to define how can see the alerts? (like permissions).
The alert is visible if it's assigend to someone. But until have no People information is not visible. t

Yes, please note that the default User role will not have the "Access All Alerts" permission, which is available for Admins and Owners in Opsgenie, as explained in this help document.
You can create a custom Opsgenie role by navigating to Settings > Roles > Add role and assign required "Alert handling" permissions to the custom user role as explained in this help document.
