We want to be able to create an acceptance list of phone numbers so that we can allow the phone call's for on-call rotations to be able to override the do not disturb options on smartphones.
Is there a list or pool of phone numbers that OpsGenie uses to call on-call users?

Yes, there is! You and your users can download our vCard(s) here depending on your region:

I'd suggest downloading it from your mobile device. An Opsgenie contact will automatically be generated in your contacts with all the numbers listed in the vCard. All you'd need to do is save it.

We'll provide an in-app announcement if any numbers are added or removed to the vCard. We haven't had any updates to them in a while, but this is an example of one from a few years ago:

I'm in the US and sent myself a test page, and it came through on a number that's not listed on the vCard linked above.

It looks like there are some numbers missing from Opsgenie. I have been testing automated alerts and they are all from different numbers than listed on the site/vCard.

We're setting up our on call systems and ran some tests and also found that there are numbers coming from OpsGenie that aren't on this VCard. This really needs to be updated as this will result in us missing critical issues our customers are facing

Do you have some new EU numbers for OpsGenie outgoing calls? I've go some calls from number like +4917601106556, +40753584303, +491760242389 that got time correlated with incoming OpsGenie alerts. Unfortunately, during night hours I have filtered incoming calls so only those from official OpsGenie list can call me, so please, update your list, if this is the case...

Just for a better understanding: we are a German company, thus our users have German phone-numbers in their profiles. But our instance is hosted in the US.
Are we being called from US region numbers (https://support.atlassian.com/opsgenie/docs/send-voice-and-sms-notifications/#Phone-numbers-for-US-accounts) or from EU region numbers (https://support.atlassian.com/opsgenie/docs/send-voice-and-sms-notifications/#EU-region) ?
