Suppose a user gets an alert because he is part of a team alerted but he cannot resolve the issue-- is there anyway to forward an existing alert to another team, or would a new alert need generated?

The user should be able to simply add a responder to the alert, whether that's another team, user, etc. - and that'll essentially act like forwarding the alert:
Hi Travis,
You can add that team-member as a responder to that alert and remove the other user.
