can I replace a user? or delete one and then create another one?

we are using Free Subscription (10 users)

You can disable users so that they stop using a licence seat and then add new ones.  It's better to disable than delete, as delete destroys the information that the user commented or reported or was assigned.

Or even just revoke their product access. That should also work to free up the license.

Especially if you only want to remove them from a specific product and not the whole instance (JSW vs JSM)

yes, just disable product access (for license count)

maybe also disable project access, so that no one can assign issues to this user
