is it possible to prevent branch creation or committing to a branch based on the JIRA status

as part of our workflow we have set that an issue should be selected for development before an egngineer can start working on it and  set it to in progress. we would like to enforce this by either preventing a branch to be made against this issue in bitbucket or prevents commits on the issue depending on the status the issue has in jira.
