how to have attendance in jira?

I need to know the availability of employees to report to hr .Also i need a list of tasks that they do in a day

The final report should be like a sheet with a list of names and tasks and availability of them

Going by that high level requirement perhaps something like Tempo Planner & Tempo Timesheets might be a good fit for you.

With the planner they can announce their availability and with Timesheets you can have them log time against a specific task.

Both can be reported on.

Time tracking can also be done with the worklogs in standard JIRA  if you want but I'm not sure you have an option of "planning" availability without any app.
